What the Files Actually Show

The most contested and least covered dimension of the Epstein files. This report documents what is confirmed in released DOJ materials and authenticated journalism, what is alleged by FBI sources and former intelligence figures, what remains disputed, and what has been flatly denied by Israeli officials — in that order, with sources for every claim.

Critical Caveat — Read First

This report documents connections between Epstein and Israeli political, intelligence, and financial figures. It does not conclude that Epstein was a formal Mossad agent. No released document confirms this. The claim rests on a single FBI confidential informant memo (unverified by the FBI itself), and on allegations from former intelligence figures whose credibility is contested.

What is documented is a pattern of relationships, operations, and financial flows involving Israeli intelligence figures that goes far beyond ordinary political socializing — and that has been authenticated by multiple independent investigations. That pattern is documented here. The conclusions are yours to draw.

The Handala Source — What It Is and Why It Matters

The majority of the newly documented Israel connections come from Handala, a pro-Palestinian hacking group with reported ties to the Iranian government, which released 100,000+ emails from former PM Ehud Barak's inbox in October 2024. These were published by Distributed Denial of Secrets (DDoS) and investigated by Drop Site News (reporters Murtaza Hussain and Ryan Grim).

Drop Site authenticated the emails through timestamp analysis and cross-corroboration with U.S. House Oversight Committee document releases. Major elements of the reporting have been confirmed by independent sources. However: the source is a hacking group with a political agenda and possible state ties. This context matters and is disclosed throughout this report wherever Handala-sourced material is used.

What Is Confirmed in DOJ/Official Releases

The following are documented in officially released DOJ files, authenticated House Oversight Committee documents, or verified court records:

What Is Alleged but Not Confirmed

The following are alleged by sources including an anonymous FBI informant, former intelligence officials, and hacked emails — but have not been independently confirmed by U.S. or Israeli official sources:

— That Epstein was formally "trained as a spy" under Barak
— That Mossad debriefed Dershowitz after calls with Epstein
— That Epstein and Ghislaine Maxwell were Mossad operatives since the 1980s
— That Epstein met Putin in person

Section 01

Ehud Barak: The Relationship at the Center

Who is Ehud Barak? Israel's most decorated soldier. Former Chief of Staff of the IDF. Former Prime Minister (1999–2001). Former Defense Minister (2007–2013). As Defense Minister, he was responsible for overseeing Mossad, Shin Bet, and military intelligence — the totality of Israel's intelligence apparatus. He is not a peripheral figure. He is the most powerful intelligence official his country has produced in a generation.

The documented visits. The Wall Street Journal reported — and the DOJ files confirm — that Barak visited Epstein's properties more than 30 times between 2013 and 2017. This is the period immediately after Barak stepped down as Defense Minister. He was photographed multiple times leaving Epstein's Manhattan building, on at least one occasion with his face covered. Drop Site reporting based on authenticated emails shows the two maintained "intimate, oftentimes daily correspondence" during this period, discussing political and business strategy.

Who was relying on whom. The most striking finding from the Drop Site investigation — confirmed across multiple reports — is the directionality of the dependency. It was Barak who needed Epstein, not the reverse. Despite being one of the most powerful political and military figures in Israel's history, Barak relied on Epstein for access to U.S. intelligence officials, Russian oligarchs, business contacts, and global power brokers. This dependency, rather than the other way around, is described by Drop Site reporter Murtaza Hussain as the most striking element of the emails: "It's not Epstein chasing Barak — it's Barak chasing Epstein."

The island visit. Barak visited Little Saint James — Epstein's private island — at least once. Virginia Giuffre's posthumous memoir alleged that a figure referred to as "the Prime Minister" violently raped her on the island when she was 18. The figure is widely believed to be Barak. Barak has categorically denied being aware of Epstein's activities with minors and has denied all abuse allegations. His denial is noted. The allegation is documented.

The security apparatus around Barak's stays. According to IBTimes UK (February 2026), emails from 2016–2017 show the Israeli consulate coordinating background checks on visitors to Epstein's East 66th Street apartment for Barak's stays. Security equipment — alarms and surveillance — was installed and maintained by the Israeli government at this property. The consulate's involvement in operational security for a private individual's apartment stays is highly irregular and has not been explained by Israeli officials.

Epstein's 2018 joke. A 2018 email from Epstein to Barak, subject unclear, contains the line: "You should make clear that i dont work for Mossad :)" The smiley face has been interpreted differently by different analysts — as a joke between friends about circulating conspiracy theories, or as a wry acknowledgment of a real operational relationship. What is not disputed is that by 2018, the question of whether Epstein had Mossad ties was live enough that Epstein raised it by name with Barak in private correspondence.

Barak's apology. Barak has publicly apologized for his association with Epstein, calling it a "mistake in hindsight" and stating he was unaware of Epstein's crimes. He has denied all allegations of sexual misconduct. Netanyahu has used the Epstein-Barak connection as a domestic political weapon against Barak — who is one of Netanyahu's most prominent political opponents.

Section 02

Yoni Koren: The Intelligence Officer in Residence

Who was Yoni Koren? Yoni Koren was Ehud Barak's longtime senior aide and a documented officer of AMAN — Israel's Military Intelligence Directorate, the equivalent of the DIA in the United States. His intelligence career began in AMAN's Research Division. He eventually rose to lieutenant colonel in reserve duty after officially leaving the directorate. In 1985, Koren participated in a covert operation alongside Mossad to help Syrian intelligence kidnap PLO operatives traveling from Cyprus to Lebanon — documented by Israeli journalist Ronen Bergman in his book Rise and Kill First. When Barak delivered his eulogy for Koren — who died of cancer in 2023 — he described him as "a talented intelligence officer with endless loyalty to the state."

Living at Epstein's apartment. House Oversight Committee documents — released in November 2025 — cross-referenced with Barak's hacked emails reveal that Koren stayed at Epstein's Manhattan apartment on three separate occasions between 2013 and 2015:

  • February 2013 — while serving as a senior aide to then-Defense Minister Barak
  • October 2014 — a two-week stay
  • September 2015 — a ten-day stay

An active or recently active military intelligence officer staying at the Manhattan apartment of a convicted sex offender for weeks at a time, on three separate occasions, while his superior visited the same property 30+ times, is not a normal pattern of behavior. The purpose of Koren's extended stays has never been explained by Barak, Koren's family, or Israeli officials. The released files document the stays but do not document what Koren was doing during them.

Koren as intermediary. The Middle East Monitor's analysis of the Drop Site reporting states that emails show "Barak used Koren as an intermediary to share information with AMAN, Israel's military intelligence directorate." This framing — Koren as an active intelligence conduit operating from Epstein's apartment — is the most operationally significant allegation in the released materials. If accurate, it would mean Epstein's Manhattan apartment functioned as an informal node in Israel's military intelligence information flow.

The Panetta connection. Drop Site reporting states that Koren had personal ties to former CIA Director Leon Panetta — who served as CIA Director 2009–2011 and Defense Secretary 2011–2013. Koren's simultaneous proximity to Israeli military intelligence, the head of the U.S. CIA, and Epstein's apartment during the 2013–2015 period is the specific combination that has driven speculation about the intelligence function of Epstein's New York property.

The wire transfer. Emails show that at one point during this period, Epstein transferred money directly to Koren. The amount and purpose of this transfer are not specified in released materials. An Israeli intelligence officer receiving wire transfers from a convicted sex offender whose apartment he was using as a residence is an extraordinary fact pattern. It has not been explained.

Koren's death. Yoni Koren died of cancer in 2023 — before the major DOJ file releases under the EFTA. He cannot be questioned. His family has not commented publicly. The Israeli government has not commented on his relationship with Epstein beyond the general denials issued regarding Mossad involvement.

The Apartment Background Checks

IBTimes UK (February 2026) reports that emails from 2016–2017 show the Israeli consulate conducting background checks on visitors to Epstein's East 66th Street apartment in connection with Barak's stays. Security equipment was installed and maintained by Israeli government-connected parties. The Israeli consulate's operational involvement in security arrangements for a private individual's apartment visits is not a standard diplomatic activity. It implies a level of state interest in Barak's activities at Epstein's property that goes beyond personal friendship.

The "Coded Language" Note

Drop Site reporting notes that Barak and Koren had reason to write emails in "coded language" — the reporting states that documents leaked by Edward Snowden had revealed approximately a year before the relevant correspondence began that "the two men were major counter-intelligence targets for the United States and the NSA had been snooping on their messages." Two Israeli officials — one a former PM and one a senior military intelligence officer — communicating through a private email system while knowing the NSA was reading their official communications is an operational security consideration, not a social preference.

Koren's 1985 Covert Operation — Documented

Koren's participation in a 1985 covert operation alongside Mossad to help Syrian intelligence kidnap PLO operatives traveling from Cyprus to Lebanon is documented by Israeli journalist Ronen Bergman in Rise and Kill First: The Secret History of Israel's Targeted Assassinations (2018). This is not an allegation. It is a published, named account of Koren's specific operational history — establishing, beyond any reasonable doubt, that he was a figure with real covert intelligence experience, not merely an administrative aide.

Section 03

The FBI Informant Memo: What It Says and What It Doesn't

The document. A memo dated October 16, 2020 produced by the FBI's Los Angeles field office documents a confidential human source (CHS) who had become close to Alan Dershowitz. The CHS shared phone calls between Dershowitz and Epstein during which the CHS "took notes." The memo was released in the January 2026 DOJ file dump.

What the CHS alleged. The informant was convinced that Epstein "was a co-opted Mossad agent" who "trained as a spy" under Ehud Barak. The memo states the CHS believed Epstein maintained links to U.S. and allied intelligence circles specifically through his relationship with Dershowitz, and that after Epstein's calls, "Mossad would call Dershowitz to debrief." The memo also names Jared Kushner and his brother Josh Kushner as former Dershowitz students — establishing Dershowitz's access to the Trump family circle as a relevant contextual fact.

What the memo is NOT. This is a report of what an FBI confidential informant alleged — not an FBI finding, not a charge, not a verified conclusion. The memo itself flags the information as coming from a CHS. The FBI has not publicly confirmed or denied the allegations. Dershowitz has called the claims laughable, saying "No intelligence agency would really trust him." Both Barak and the Israeli government deny the Mossad framing entirely.

Why it still matters. FBI CHS memos are not random speculation. They are formal documentary evidence of what a source with claimed proximity to the relevant parties told the Bureau. The memo was produced in 2020, retained in FBI files, and released as part of the official DOJ file dump under the EFTA. Its contents are in the official record. Whether the allegations are true is a separate question from whether the allegations exist and deserve serious examination.

The Acosta statement. In a separate thread of documentation, Alexander Acosta — who negotiated the 2008 NPA — reportedly told Trump transition officials that Epstein "belonged to intelligence" and that his prosecution had been constrained accordingly. Acosta has denied making this statement. The person Acosta allegedly made it to has not been publicly identified in released documents, making independent verification impossible from public records alone.

Dershowitz's Response

Dershowitz told The Times in February 2026 that he laughed at the claims: "No intelligence agency would really trust him. That's not something he would keep from his lawyers." He also noted that the claims originated from a single unidentified informant. Dershowitz is himself a documented close associate of Epstein who negotiated the 2008 NPA — a fact that does not make his denial false, but that does establish his interest in the outcome of any credibility determination about this informant's allegations.

Section 04

The Documented Operations: Mongolia, Syria, Côte d'Ivoire

The operations documented below are drawn from Drop Site News investigations by Murtaza Hussain and Ryan Grim, published September–November 2025, based on the Handala-hacked Barak emails archived by Distributed Denial of Secrets. Drop Site authenticated the emails through timestamp analysis and cross-corroboration with House Oversight Committee documents. The hacked source and Handala's political alignment (pro-Palestinian, reported Iranian government ties) are disclosed. The operations described have not been independently confirmed by U.S. or Israeli government sources. Individual elements — Barak's meetings with named officials, the Côte d'Ivoire security agreement — have been confirmed through independent reporting.
Operation 01 — 2013–2017

Mongolia: Brokering Israel's Security Agreement
In April 2013, immediately after stepping down as Israel's Defense Minister, Barak traveled to Mongolia. Epstein coordinated elements of the trip. Also present was Terje Rød-Larsen of the International Peace Institute — another longtime Epstein contact and a key mediator of the Oslo Accords. Together, they floated a Mongolia Presidential Advisory Board to attract foreign investment and embed Israeli defense and surveillance technology. The advisory board formally launched in January 2014. By 2017, Israel and Mongolia had signed a formal security agreement. Drop Site describes Epstein as having "exploited his network of political and financial elites to help Barak, and ultimately the Israeli government itself, to increase the penetration of Israel's spy-tech firms into foreign countries."

Epstein wrote to Barak in February 2014: "With civil unrest exploding in Ukraine, Syria, Somalia, Libya, and the desperation of those in power, isn't this perfect for you." Barak replied: "You're right in a way. But not simple to transform it into a cash flow. A subject for Saturday."
Operation 02 — 2013–2016

Syria / Russia: The Assad Removal Backchannel
Between 2013 and 2016, at the height of the Syrian civil war, Epstein arranged a covert diplomatic backchannel between Israeli political figures and the Kremlin. The goal: persuade Russia to facilitate Bashar al-Assad's removal and replace him with a pro-Russian leader Israel could also accept — simultaneously addressing Israel's primary national security concern (Iranian entrenchment in Syria) and Russia's interest in a stable, Russia-friendly Syria.

Emails show Epstein used his access to Russian oligarchs and political figures to relay information, arrange introductions, and facilitate at least one meeting between Barak and Putin. In a follow-up email, Barak explicitly thanked Epstein for "setting the whole thing together." Hussain and Grim also report that Barak and Epstein worked together to pressure the Obama administration into approving strikes on Iran — demonstrating, they write, Epstein's "knack for steering the superpowers toward Israel's interests by leveraging a social network that intersected the Israeli, American, and Russian intelligence communities."

The backchannel ultimately did not achieve its primary goal — Assad remained in power through the period. But it established Epstein as a functional intelligence broker operating at the intersection of three major powers' foreign policy interests.
Operation 03 — 2013–2014
Formal security agreement independently confirmed
Côte d'Ivoire: Surveillance Technology Export
Epstein helped Barak build access to West African political elites, particularly in Côte d'Ivoire. Emails show that while Barak met with Ivorian President Alassane Ouattara in Jerusalem, Epstein met privately in New York with Ouattara's inner circle — his son, his niece, and his chief of staff. Together, they shepherded Israeli proposals for mass surveillance of Ivorian phone and internet communications, designed by former Israeli intelligence leaders including Aharon Ze'evi-Farkash (former head of AMAN, Israel's military intelligence).

These proposals were routed through private firms — MF Group and Logic Industries — to obscure direct state involvement while maintaining coordination with Mossad-linked figures. In 2014, Israel and Côte d'Ivoire signed a formal security agreement. That pact became the foundation for Israel's growing intelligence footprint in West Africa. Human rights observers have noted that the Israeli-supplied surveillance tools have been used by the Ouattara government to silence dissent and criminalize speech.

Ze'evi-Farkash's involvement connects this operation directly to AMAN leadership, not merely to Barak's private consulting.

Section 05

The Maxwell Lineage: Robert Maxwell and the Mossad Heritage

Who was Robert Maxwell? British media tycoon, Labour MP, founder of Pergamon Press and Mirror Group Newspapers. One of the most powerful media figures in Britain through the 1970s and 1980s. Found dead in the Atlantic Ocean on November 5, 1991 — officially ruled a probable drowning after falling from his yacht, the Lady Ghislaine. His death has been disputed by multiple investigators and intelligence figures.

The Mossad allegations. Multiple former intelligence officials have described Robert Maxwell as a Mossad asset. Former Israeli intelligence officer Ari Ben-Menashe wrote in his memoir and stated in interviews that Maxwell was a long-term Mossad operative who gathered intelligence on the US, UK, and Soviet Union. Seymour Hersh's 1991 book The Samson Option described Maxwell's intelligence connections. Nicholas Davies, foreign editor of the Daily Mirror under Maxwell, claimed Maxwell personally ran Mossad operations through his media empire.

The burial. Robert Maxwell was buried on Jerusalem's Mount of Olives — a site reserved for Israel's most honored servants. Shimon Peres and Yitzhak Shamir attended his funeral. Israeli President Chaim Herzog gave a eulogy. The presence of two former prime ministers and the Israeli president at a British newspaper publisher's funeral — in a cemetery reserved for Israeli elite servants — is extraordinary and has never been satisfactorily explained in public.

The £400 million threat. Among the documents released in the DOJ files is an email from Epstein concerning Robert Maxwell's death, in which Epstein alleged that Maxwell had threatened Mossad — writing that Maxwell threatened that "unless they [the Mossad] gave him £400 million to save his crumbling empire, he would expose all he had done for them." Epstein claimed Maxwell had acted as an informal operative gathering intelligence on the U.S., the UK, and the Soviet Union. This is Epstein's characterization — not an official finding.

The Ari Ben-Menashe claim. Former Israeli intelligence officer Ari Ben-Menashe claims to have seen both Epstein and Ghislaine Maxwell in Robert Maxwell's office in the 1980s and that the Epstein-Maxwell operation began as a Mossad honeytrap under Robert Maxwell's supervision. Ben-Menashe is a controversial figure whose credibility has been disputed by multiple intelligence agencies. His claims are documented as allegations — not as verified facts.

What this establishes vs. what it doesn't. What is confirmed: Robert Maxwell was an extraordinarily well-connected figure with documented ties to Israeli intelligence and political leadership. His daughter Ghislaine became Epstein's primary operational partner. The lineage from Robert Maxwell to Ghislaine to Epstein is real. Whether that lineage carried an active intelligence operational relationship is unconfirmed. The circumstantial case is strong. The documentary confirmation is not.

Robert Maxwell builds his intelligence relationships
Multiple intelligence accounts describe Maxwell as an active Mossad asset throughout his career, using Pergamon Press — a legitimate scientific publisher — as cover for intelligence operations across the Western bloc and Eastern Europe. Pergamon's reach into academic publishing gave Maxwell access to scientific and political networks across both sides of the Cold War.

Ghislaine becomes Epstein's primary partner, recruiter, and operational manager. Her father's connections — and whatever intelligence relationships she inherited — are never investigated as part of the criminal case against her. She is convicted solely on trafficking charges.
2025–2026
DOJ files released — Epstein's Maxwell email surfaces
Epstein's email characterizing Robert Maxwell as a Mossad operative who threatened Mossad for £400M is included in the January 2026 release. It is Epstein's characterization — but it is now in the official record.

Section 06

The Surveillance Technology Cluster: Carbyne, Fifth Dimension & Palantir

One of the most concrete documented elements of the Epstein-Israel intelligence connection is not a spy allegation — it is a documented business and investment cluster connecting Epstein's financial network to Israeli surveillance technology companies with former intelligence leadership. These are companies, transactions, and relationships — not allegations from anonymous informants.

Carbyne
Israeli Emergency / Surveillance Tech
An Israeli public safety technology startup, ostensibly focused on emergency services, that provides law enforcement with access to callers' precise location, video feed, and other data. Epstein invested in Carbyne and pitched Peter Thiel on investing in it. Ehud Barak was a co-investor. Ram Ben-Barak — former deputy director of Mossad — served on Carbyne's leadership team. The combination of Epstein's money, Barak's political backing, a former deputy Mossad director in leadership, and a pitch to Peter Thiel (whose Palantir is now embedded in U.S. federal surveillance infrastructure) in a single company is the most concrete documented convergence of the Epstein-Israeli intelligence-U.S. surveillance cluster.

Fifth Dimension
Israeli AI / Surveillance Company
An Israeli AI and surveillance company that Barak evaluated for investment. Its leadership included Benny Gantz — former Chief of Staff of the IDF and later Israeli Defense Minister — and Ram Ben-Barak, the same former deputy Mossad director who appeared in Carbyne's leadership. Fifth Dimension was later sanctioned for alleged election interference. The presence of the same former Mossad deputy director in both Carbyne and Fifth Dimension — both companies connected to Barak, both pitched to Epstein's network — suggests a coordinated effort to commercialize Israeli intelligence capabilities through Epstein's financial and social infrastructure.

U.S. Data Analytics / Federal Surveillance
Peter Thiel co-founded Palantir, which now holds contracts across U.S. federal agencies including the CIA, FBI, ICE, and the Department of Defense. Epstein invested $40M in Thiel's Valar Ventures and pitched Thiel on Carbyne (with its Mossad-linked leadership). The documented pipeline: Epstein → Thiel investment → Carbyne pitch (Mossad-linked) → Palantir (federal surveillance infrastructure) is a set of documented facts. Whether these connections represent a coordinated intelligence-access operation, or a series of independent business relationships that overlapped in a small world of technology investors, is a genuinely open question. The facts are in the record. The conclusions are not.

The Week (February 2026) reports that the Epstein files show Epstein advised Barak on tech firm Palantir. The same individual who invested $40M in Thiel's fund and pitched Thiel on Carbyne was advising Israel's former chief of military intelligence on Palantir — the company now embedded in U.S. federal surveillance infrastructure. The convergence is documented. Its significance is contested.

Ram Ben-Barak
Former Deputy Director, Mossad
Ben-Barak served as deputy director of Mossad — the second-highest position in Israel's overseas intelligence service. The Russia Dimension: Oligarchs, Putin & the Syria Backchannel

Viktor Vekselberg. Emails show Epstein and Barak discussed using Russian-Israeli oligarch Viktor Vekselberg as part of their Russian access strategy. In one documented exchange, Epstein asked Barak to "wait until they could speak privately before Barak notified intelligence leaders of a deal" with Vekselberg — and specifically to "not go to number 1 too quickly." "Number 1" has long been used as a reference to the head of a major intelligence service. The instruction not to notify intelligence leadership too quickly about a deal being conducted with a Russian oligarch, conveyed through an encrypted email, carries an operational weight that routine political consulting does not.

Sergei Belyakov and the Moscow dossier. Euronews (March 2026) reports that in one 2015 exchange, Epstein asked Russian Deputy Trade Minister Sergei Belyakov to collect information on a Russian woman he alleged was trying to blackmail a prominent U.S. businessman. Belyakov provided Epstein with a description of the woman's background, detailing her "sex and escort" activities and speculating on her motives. A convicted sex offender asking a Russian government official to compile a dossier on a woman allegedly engaged in sex work — as a favor — is not a standard business interaction. It is the kind of favor that generates mutual leverage.

The Putin question. In May 2013, Epstein told Barak that Jagland (Thorbjørn Jagland, then-chairman of the Nobel Committee and Secretary General of the Council of Europe) was going to see Putin in Sochi. Epstein stated that he had never met Putin but had been asked to meet him "to explain how Russia can structure deals in order to encourage western investment." In a later email, Jagland told Epstein he would inform Putin that Epstein was a useful contact. In 2018, Jagland emailed Epstein about arranging a stay at his Moscow residence where he planned to meet Putin and Lavrov. Epstein replied: "I'm just sorry I'm not with you to meet the Russians." Euronews notes there is no evidence in the documents that Epstein successfully met Putin in person — contradicting Epstein's own characterization that Putin had asked to meet him.

Poland's investigation. The Polish government has formally launched an investigation into Epstein's Russian intelligence ties. This is a state-level investigation — not a journalistic allegation. Its findings have not been publicly released as of May 2026.

Christopher Steele's assessment. Christopher Steele — former head of the Russia desk at MI6's London bureau, author of the Trump-Russia dossier — told journalists that Russian organized crime recruitment of Epstein was "quite likely." Steele's assessment is not evidence. But his professional background — the most prominent British Russia intelligence analyst of his generation — gives his "quite likely" a weight that a layperson's speculation does not carry.

The Dual-Intelligence Problem

The Russia and Israel dimensions of the Epstein files create a genuinely unusual intelligence analysis problem: both Israeli and Russian intelligence are alleged to have had operational relationships with the same individual simultaneously. This is not necessarily contradictory — both the Mossad and Russian intelligence have historically cultivated overlapping networks of assets in the U.S. and Western Europe. But it does make attribution more difficult: behaviors that look like Israeli intelligence operations could also be Russian ones, and vice versa. The Syria backchannel — which involved simultaneously Barak (Israeli intelligence), Russian oligarchs, and an attempt to influence Obama administration policy — is the clearest example of this overlap.

The "Number 1" Email

Epstein's instruction to Barak to "not go to number 1 too quickly" regarding a deal with Vekselberg is the single most operationally suggestive phrase in the released Russia-related correspondence. In intelligence parlance, "number 1" routinely refers to the director of an intelligence service. An instruction not to brief the head of intelligence about an ongoing deal — delivered between a convicted sex offender and a former defense minister through private email — implies either operational security awareness or a desire to conduct the deal outside normal intelligence oversight. Both possibilities are concerning for different reasons.

Thorbjørn Jagland — The Nobel Committee Chair

Jagland served as chairman of the Norwegian Nobel Committee (which awards the Peace Prize) and Secretary General of the Council of Europe simultaneously with his documented email relationship with Epstein. His role as a conduit for Epstein's access to Putin — and his offer to describe Epstein to Putin as "a useful contact" — raises unaddressed questions about Epstein's influence over the council governing Europe's largest human rights body.

Philanthropy, Funding & the Financial Relationship with Israel

Direct charitable donations. Through his COUQ Foundation, Epstein made documented donations to Israeli organizations. Friends of the Israeli Defence Forces (FIDF): $25,000 in 2006. Jewish National Fund (JNF): $15,000 in 2006. These are modest relative to his other philanthropic activities but represent direct financial relationships with Israel-linked institutions. The FIDF supports IDF soldiers and their families. The JNF has been the subject of controversy for its role in land acquisition in the West Bank.

The Mandelson job request. The Week (February 2026) reports that Epstein asked Barak to give former British ambassador and senior Labour figure Peter Mandelson a job at an energy company — and separately discussed "massive" consultancy fees to be paid to former British PM Tony Blair. These requests establish Epstein as actively facilitating financial arrangements for senior Western politicians through Barak's business network — creating potential leverage relationships.

The Tony Blair consultancy. Emails discuss substantial consultancy fees to be paid to Tony Blair — the former British prime minister who served as Middle East Quartet envoy from 2007 to 2015. A former British PM who was simultaneously serving as the Western world's primary Middle East diplomatic representative — receiving consultancy fees discussed in emails between Epstein and the former head of Israel's defense establishment — is a significant undisclosed financial relationship that has not been investigated. Blair has stated he had no significant relationship with Epstein. The email documentation has not been publicly challenged by Blair's representatives.

The Mega Group connection. Epstein's primary financial backer, Les Wexner, co-founded the Mega Group in 1991 with Seagram heir Charles Bronfman — a secretive circle of approximately 20 wealthy Jewish businessmen with significant financial ties to Israeli political causes. The Mega Group's activities included major fundraising for Israeli political parties and Mossad-adjacent philanthropic vehicles. Epstein's decade-long power of attorney relationship with Wexner placed him at the center of this funding network.

The Epstein-Olmert Connection

In addition to Barak, the files document connections between Epstein and former Israeli Prime Minister Ehud Olmert. Olmert was PM from 2006 to 2009 — covering the period of Epstein's 2008 conviction and the negotiation of the NPA. Drop Site reporting and multiple sources reference Olmert as part of Epstein's Israeli political network alongside Barak. The specific nature of the Olmert relationship has not been detailed in public reporting to the same degree as the Barak documentation.

The Bard College-Allen Connection

The files document Epstein arranging Bard College admission for Woody Allen's daughter — a documented use of his social capital as a favor. What this illustrates is Epstein's pattern of converting financial and social access into obligation. Every favor — whether a $30K donation to a journalist, a White House tour, a college admission, or a job introduction for a British politician — created a relationship of mutual self-interest that deflected accountability. The Israeli dimension of this pattern: Epstein's ability to facilitate introductions to Israeli defense and intelligence figures for Western politicians and business figures created the same leverage dynamic at the geopolitical level.
